The Localism Act 2011 allows landlords to
offer shorter, fixed term tenancies for 2,5 and 10 years. This is
intended to allow landlords to make best use of council housing
stock and manage under occupation. The paper is intended to set out
the options in terms of its overall implementation and impact if
adopted.
