entering the pedestrianised area leading to the replacement
footbridge, The development shall thereafter be carried out in
accordance with the approved details and be completed prior to
first use and thereafter retained as such for the lifetime of the
development

to the site, in the interests of highway safety and in the interest
of achieving good design and creating better places in accordance
with the aims and objectives of the National Planning Policy
