The minutes of the previous meeting of the Infrastructure Safety & Growth Scrutiny Committee held on 24th November 2020 were approved as a correct record.

Update from the Chair

To receive an update from the Chair


The Chair updated the Committee on the following matters:

·       The decision to defer the Business Crime Reduction Partnership item planned for this meeting which was as a result of the current lockdown and scaled back activity.

·       The updating of the decision date on the Forward Plan for the ICT Strategy which was now due to be considered at a Cabinet meeting in April 2021.  This Committee had suggested a working group be formed and this would be discussed later on the agenda.

·       Cabinet had received a report on Electric Vehicle Charging Points at its 17th December 2020 meeting.  The recommendations approved by Cabinet did not include a target date for installation of an EV vehicle fast-charging installation in a council owned car park.  The Committee noted its disappointment that a timeline had not been identified, and further requested that the Local Plan Working Group consider EV charging aspects.

Update on responses received to Reports of the Infrastructure Safety & Growth Committee


The Chair reported that he had attended Cabinet on 3 December 2020 to report to Cabinet the recommendations of this Committee on the Castle Review, and he confirmed that Cabinet had accepted the Committee’s recommendations that the Castle Review be considered with all relevant financials (including cost / benefit analysis) at a later meeting of Cabinet.  This item was now scheduled for Cabinet on 18 February 2021.


It was further reported that the member Heritage Group would meet before the Cabinet meeting, and would receive further details, including on the proposed ticketing and pricing of events.




Consideration of Matters referred to the Infrastructure Safety & Growth Committee from Cabinet or Council

The Chair advised the Committee that at the 15th December 2020 Council meeting a Motion on Fireworks had been moved and two of the recommendations within the motion were referred to scrutiny. 


The Committee agreed that it would be appropriate for this Committee to consider the recommendations and to form a working group, open to all members to input.   


2020/21 Forward Plan

The Chair reported that a new item had been added to the Forward Plan, CIL Spending, which was due for consideration by Cabinet in February.  The Committee requested that further clarity be provided to it on the process followed and timelines for reports relating to Key Decisions to enable pre-decision review by scrutiny.


The Committee further identified that following Cabinet’s review of the Modern Slavery and Human Trafficking item, an update to this Committee would be requested.
