That Councillor P Satnden be appointed as Chair.

That County Councillor C Cooke be appointed as Vice Chair.

County Councillor Jenkins asked if the Vice Chair could become Chair at the end of each term of office for continuity.  Mr Barratt confirmed that the terms of reference for the Local Parking Committees required a swap each year of County/Borough chairmanship, as such there would be a need for re-election on the anniversary of this meeting.

Minutes:

Apologies for absence were received from Councillor S Claymore.

 

County Councillor S Peaple presented apologies at this point and left the meeting due to prior commitments.

Staffordshire Joint Parking Board

To discuss progress around the review of the Civil Parking Enforcement process in Staffordshire.

Minutes:

Councillors were referred to the link to the Staffordshire Joint Parking Board agendas and minutes.

 

Mr Barratt confirmed ongoing review of the CPE service in Staffordshire.  Due to the fact that the County could opt to end the service level agreement to provide CPE with the southern Staffordshire Districts with a year’s notice from October 2013 that review was due to be completed around this time.

Annual Progress Report for Civil Parking Enforcement in Tamworth 1 April 2012 - 31 March 2013 pdf icon PDF 36 KB

To receive the report of the District Nominated Officer

Minutes:

The Report of The District Nominated Officer for Tamworth Borough Council providing an update on the progress of Civil Parking Enforcement in Tamworth Borough since 31 March 2013 was considered.

 

County Councillor Jenkins asked in light of the deficit to the service, how the areas for enforcement were patrolled and enforcement improved. Mr Barratt updated new members on the role of CPE and that enforcement could only be done where signs and lines existed and that the Committee can request other areas they feel suitable for restrictions to be applied by raising them either at this meeting or directly with Staffordshire County Council.

 

Mr Barratt also explained that Staffordshire County Council underwrite all deficits to the service at this time which is part of the consideration of the review, although the cost v benefit of the service needs close consideration.

 

Mrs Sands offered to circulate the Parking Toolkit for members and it was agreed that it would be useful for a presentation on CPE at a future meeting.

 

 

RESOLVED:

That the contents of the report be endorsed.

Progress Report for Civil Parking Enforcement in Tamworth 1 April 2013 - 30 June 2013 pdf icon PDF 46 KB

To receive an update for the first quarter 2013/14 from the District Nominated Officer

Minutes:

The Report of the District Nominated Officer for Tamworth Borough Council providing an update on the progress of Civil Parking Enforcement in Tamworth Borough for the 1st April 2013 – 30th June 2013 was considered.

 

County Councillor Cooke asked why the off street enforcement appeared to be subsidising the CPE and that this was concerning.

 

Mr Barratt explained that both services were operating at a deficit, however the benefit of having a “joined up” service is economies of scale rather than having separate agreements for off street and on street enforcement.

 

County Councillor Cooke also asked for more detail on cancellation of PCNs that had been referred to the adjudicator. Mrs Sands confirmed that there were very few, but would include these for further reports, although full information is available in the Staffordshire County Council annual report.

 

County Councillor Greatorex requested further clarification on the CPE service.

 

 

RESOLVED:

That the contents of the report be noted and a presentation on CPE be agreed for the next meeting in September. The Committee agreed to submit any questions via Mrs Sands before this time.

Update on the Residents Parking Zone - West Street/Albion Street Area

Verbal update from the Community Highway Liaison Manager (East Staffordshire, Lichfield and Tamworth)

Minutes:

A briefing note from County officers was circulated to the Committee as to the progress of the scheme in the West Street/Victoria Road area (not Albion Street which was an administrative error).

 

Councillor Thurgood expressed concern about the progress of the RPZ, lack of clarity on the policy and if it was possible to defer the joining fee to ensure the scheme went ahead in Tamworth which is also preventing progress to other areas.  County Councillor Jenkins expressed disappointment that the scheme was not progressing and that a full report was required to ensure the scheme went ahead.

 

 

RESOLVED:

That the item be deferred in the absence of County officers and a further meeting of the Committee requested in September 2013 with a presentation on the process and policy applicable for RPZs and timescale for implementation.

Traffic Regulation Orders Priority Lists and Requests Received pdf icon PDF 3 MB

Report of the Community Highway Liaison Manager (East Staffordshire, Lichfield and Tamworth)

 

  • To discuss the progress of previously agreed priority order for TROs and to update the priority list for Tamworth Borough Council to 2016/17 (previous priority list attached)
  • Project and previously planned work for information  

Minutes:

A briefing note from County Officers was circulated to the Committee as to the outcome of the priority areas agreed for Traffic Regulation Orders in 2010.

 

Concern was expressed as to the lack of detail and the lack of new requests to consider for priority. 

 

The process is unclear for new Councillors to the Committee and County Councillor Jenkins expressed concern about school parking regulations.

 

Councillor Thurgood requested evidence from Staffordshire County Council as to which areas are being looked at.

 

A concern was also noted about the requirement for additional parking in the Quarry Hill area of Wilnecote by County Councillor Jenkins who requested that the out of date priority list be re-visited.

 

 

RESOLVED:

That a concern be raised with Staffordshire County Council on the lack of detail and information regarding priority Traffic Regulation Orders for a decision to be made.  The item to be deferred in the absence of County officers to a further meeting of the Committee in September 2013, again with a presentation detailing how the process works, how requests are made and placed on the list and to enable an agreement to be made.

46.

Saxon Close, Wilnecote Parking Issues

Verbal update from the Community Highway Liaison Manager on progress of the investigation of parking issues at Saxon Close (as agreed at the meeting on 20th March 2013)

Minutes:

An update note from County Officers was considered by the Committee regarding the request for a report on parking concerns at this location at the meeting on 20th March 2013.

 

County Councillor Jenkins asked if parking areas were considered as part of the re-development.  County Councillor Greatorex confirmed that parking was included in the Housing re-development of the area and that Staffordshire County Council need to address this.

 

Councillor Standen expressed disappointment with the update, given the extensive parking on the single yellows outside of the time restriction causing congestion and the congestive parking at school times.  He requested a survey of the area to look at the suitability of the timing of the restriction, if loading restrictions are required and if the school has many more pupils.

 

 

RESOLVED:

That the officers report be noted and that a concern be raised with Staffordshire County Council to ensure full review in this area and deferred for more detailed response at a meeting in September 2013.
