Declarations of Interest To receive any declarations of Members’ interests (pecuniary and non-pecuniary) in any matters which are to be considered at this meeting.
When Members are declaring a pecuniary or non-pecuniary interest in respect of which they have dispensation, they should specify the nature of such interest. Members should leave the room if they have a pecuniary or non-pecuniary interest in respect of which they do not have a dispensation.
Under Section 33(2) of the Localism Act 2011, the act permits an authority to grant a dispensation from either or both of the restrictions not to participate and / or vote on a matter in which they have a pecuniary interest. Planning Committee Members have received a dispensation for applications relating to the Future High Street Project for a period of two years starting from 5th August 2024 until 5th August 2026.

The Development Manager presented a report is to provide an update to members of the appeal against refusal of planning permission reference 0261/2022.
The application related to the conversion of the former police station on Spinning School Lane into 54 apartments. Various extensions and alterations were also proposed to the building along with associated landscaping and car parking areas.
The application was reported to planning committee on December 5th, 2023, with an officer recommendation to approve, subject to conditions. Members refused the application against this recommendation on the following grounds: • Shortfall in parking spaces • Shortfall in internal space standards of some of the apartments • Shortfall of open space and outside areas • Compliance of housing mix not meeting standard
Both the appeal and cost award were allowed and therefore the application was approved and the council ordered to pay for the appellant’s costs.
The Officer advised members of the issues this has for resources and what can be done in the future to avoid this. |
