4.

Declarations of Interest

To receive any declarations of Members’ interests (pecuniary and non-pecuniary) in any matters which are to be considered at this meeting.

 

When Members are declaring a pecuniary or non-pecuniary interest in respect of which they have dispensation, they should specify the nature of such interest.  Members should leave the room if they have a pecuniary or non-pecuniary interest in respect of which they do not have a dispensation. 

 

Under Section 33(2) of the Localism Act 2011, the act permits an authority to grant a dispensation from either or both of the restrictions not to participate and / or vote on a matter in which they have a pecuniary  interest.  Planning Committee Members have received a dispensation for applications relating to the Future High Street Project for a period of two years starting from 7th July 2022 until 7th July 2024.

 

 

Minutes:

Councillor T Clements declared a non-pecuniary interest in item 5a as Ward Councillor and had called in the application.  The Vice Chair, Councillor R Kingstone chaired the item.

 

Councillor S Daniels declared a non-pecuniary interest in item 5a as she knows one of the speakers for the application, she confirmed she would not take part in the vote.

Mr Irving the applicant spoke in favour of the application

 

Planning Officers and Staffordshire County Council Highways, responded to the issues and questions raised. Members debated the item and were not satisfied that the application met the parking provisions set out within the Councils Local Plan. 

 

 

RESOLVED:

That the application is

 

Refused on the grounds that the application does not meet the parking provisions set out in the Policy SU2 of the Local Plan Document and the use is therefore likely to cause harm to local amenity by reason of lack of parking.

 

(Moved by Councillor D Cook and seconded by Councillor A Cooper)

 

 

Councillor D Cook gave apologies and left the meeting at 19:05

 

6.

Exclusion of the Press and Public

To consider excluding the Press and Public from the meeting by passing the following resolution:-

 

“That in accordance with the provisions of the Local Authorities (Executive Arrangements) (Meeting and Access to Information) (England) Regulations 2012, and Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during the consideration of the following business on the grounds that it involves the likely disclosure of exempt information as defined in paragraph 3 of Part 1 of Schedule 12A to the Act and the public interest in withholding the information outweighs the public  interest in disclosing the information to the public”

 

At the time this agenda is published no representations have been received that this part of the meeting should be open to the public.
