The following announcements were made

 

Mayor R Kingstone

 

“I have a couple of announcements before I ask the Leader or the Chief Executive or Members of the Cabinet to speak. This is in light of the current situation that we face at the moment. The dreadful Coronavirus COVID-19 Situation to date in Tamworth. We have seen at least 60 deaths and we have several hundred of our residents who have suffered with coronavirus over recent months, so I would like to pause for a minute silence to acknowledge the loss that our town has had to face over the past weeks. So I'm going to switch my microphone off and I'm going to pause for one minute.

 

I hope Fellow Councillors will join with me as a mark of respect to those that have sadly lost their lives or who have lost relatives over the recent crisis.”

 

One minute Silence Was observed

 

“Thank you very much Councillors, thank you for joining me and observing that one minute silence so we'll go back to agenda item 4 which is to receive any announcements. Now I'm just looking at the chat and we have the Leader of the Council who wishes to speak.”

“Thank you Mr Mayor, two very quick points for me.

 

With your permission I would like to take this opportunity to request that as one of your final acts of mayor of Tamworth Borough is to officially write to the staff of the Council and key figures in our voluntary sector who have gone above and beyond during the pandemic and lock down to ensure vulnerable residents have not been left behind and the services have continued. I'll pause there if you want to respond to that Mr Mayor.”

“Thank you very much Councillor Cook It gives me great pleasure to agree to that request, I in fact already this afternoon have started drafting the letters to go out, which tie in really rather nicely with the Be Tamworth or Be kind campaign that was launched so I can announce this evening that all Council employees and as many of the voluntary sector and individuals across our town who have given so much to our community over recent months, will not only be receiving a letter from myself but will also be receiving one of the Be kind Be Tamworth badges as well to recognise in just a small way the achievements and the sacrifices they've made to help so many out.”

QUESTIONS FROM MEMBERS OF THE COUNCIL NO.1

 

Under Procedure Rule No 11, Councillor Dr S Peaple will ask the Leader of the Council, Councillor D Cook, the following question:-

 

“Following the government’s announcement of the second round of funding for councils during the Covid crisis please would the Leader detail for the benefit of the Council the following;

 

  1. The additional costs incurred by the Council in responding to the Covid crisis

 

  1. The lost revenue to the Council from Business Rates and the likely impact on TBC’s income from the current Staffordshire rates pool arrangements

 

  1. The loss in revenue from Council Tax and TBC’s share of that lost revenue

 

  1. The loss in revenue from Car Parking

 

  1. The loss in revenue from the Council’s other services

 

  1. The grants received from the government to mitigate losses due to Covid -19

 

  1. The financial impact of the crisis on the Housing Revenue Account 2019/20 and 2020/2021

 

  1. The nett impact of the answers to Questions 1 – 6 on the current MTFS in Year 1 and in Years 2 & 3.

 

Councillor D Cook gave the following reply:-

 

“Thank you Mr Mayor,

 

I am sure Councillor Peaple can accept that no one can know what the effect of the Covid-19 crisis will have on the economy and ultimately the impact for the Councils finances. It will be many months before we have a clearer idea on how the economy has responded to the recovery process – including any lasting effects for individual businesses and their employees. It is worth noting that Tamworth as a local economy has been listed 9th in England for risk post Covid-19 Lockdown due to the nature and make up of our economy. Source is Centre for Progressive Policy via our MP.

 

This would also be an ideal opportunity to thank our staff and the fantastic local voluntary sector that have risen to the challenges and given so much.

 

Let’s all recall the Council has ongoing monitoring processes in place for its spending and income levels – which are considered by the Corporate Scrutiny Committee and Cabinet on a quarterly basis. This includes updates on the collection levels of business rates, council tax and housing rent income as well as information on benefits and Universal Credit claimants. It also includes updated projections for the Medium Term Financial Strategy (MTFS).

 

The latest update has been published and is due to be considered by the Corporate Scrutiny Committee on 17th June 2020. While it is still early into the new financial year, an updated forecast has been prepared which models the impact of the lockdown on the Councils finances. Over 5 years, a projected unfavourable impact of £2.5million is forecast under the central case scenario for the General Fund. Depending on the ongoing effect of the Covid-19 crisis, this could be much worse.

 

As a result the updated forecast, the projections identify a shortfall in General Fund balances of £1.4m over 3 years (compared with forecast balances in the February 2020 MTFS of  ...  view the full minutes text for item 4.

Mayor R Claymore moved a motion to thank outgoing Mayor R Kingstone and Mayoress L Kingstone for all their work during the past year as Mayor and Mayoress

7.

Appointment to committees (Committee membership) / Election of Committee Chairs - to follow

Minutes:

As Members will be aware under the Coronavirus Act, the Government has put in place new Regulations to help Council’s manage their governance arrangements during this time. This year as we have not been able to hold local elections and the Regulations have removed the requirement for us to hold an Annual Meeting, our Committee Chairs and places have therefore rolled over.

 

The Conservative group believe the Chairs will remain the same and I propose only minor changes to committee places as E-mailed to opposition party Leaders and the CEO which I am able to do under section 2.4.2 (e) of the constitution Therefore, Madam Mayor I move for the sake of governance the following motion.
